There's
an old saying in basketball that if a referee has to explain a call he's made,
then it's a bad call. What, then,
are we all to make of the 98-page booklet that offers explanations and
instructions for the new Medicare 'Plan D'? Plan D could be labeled the
"drug industry policy" because it is very much driven by the drug
industry's power and lobbying efforts.

The
U.S.
is the only industrialized
country with no regulations limiting drug prices, so the same pills are
much more expensive here. As a result, by the summer of 2004, at least 1

Coming Drug Bust?

newest Medicare benefit is confusing and costly. It may not be much of a
political boon to the people who created and promoted it.
Its purpose was mostly political: to bribe the elderly or
soon-to-be-elderly to support Republicans in 2004.
